The Senate has confirmed Kirsten Davies as chief information officer for the Department of War, installing a technology and cybersecurity executive in one of the Pentagon’s most senior digital leadership roles. Davies was confirmed by a 53–43 vote and will assume the CIO responsibilities currently carried out by Katie Arrington.
During her Senate confirmation hearing, Davies outlined priorities that include tackling longstanding technology debt across the department, strengthening data foundations to support artificial intelligence, and expanding cyber partnerships with industry.
Davies brings extensive private-sector and global leadership experience to the role. She most recently served as chief information security officer at Unilever and previously held senior cybersecurity leadership positions at The Estée Lauder Companies, Barclays, Hewlett Packard Enterprise, and Siemens. Across those roles, she led large-scale security transformations, converged cyber and physical security operations, and enterprise risk and governance programs spanning multiple continents and industries.
In addition to her corporate leadership background, Davies is the founder and CEO of the Institute for Cyber, a nonprofit focused on advancing cybersecurity education, research, and policy. The organization’s work has included nonpartisan cyber education and awareness efforts tied to U.S. elections. She is also a long-standing member of Team8’s CISO Village, a global community of senior cybersecurity leaders.
