DHS OCPO Announces Procurement Leadership Changes at Headquarters

The Department of Homeland Security’s Office of the Chief Procurement Officer (OCPO) has announced a series of leadership changes across its headquarters, reflecting both continuity and transition within the organization.

Denise Morales has been named Head of Contracting Activity (HCA) at the Transportation Security Administration (TSA), and Shreena Morris has been confirmed as HCA at the U.S. Coast Guard. DHS leadership thanked both Morales and Morris for stepping into these roles supporting mission-critical contracting work.

Dina Thompson, former TSA HCA, has been appointed Executive Director of the DHS Office of Small and Disadvantaged Business Utilization (OSDBU). DHS leadership noted the appointment and expressed appreciation for Thompson’s leadership experience as she assumes the role.

Jaclyn Rubino has taken on expanded responsibilities within the Management Directorate Front Office. DHS leadership thanked her for her years of strategic support. Robert Borka has been named Executive Director of OCPO’s Strategic Programs Division.

The announcement also congratulated Polly Hall on her permanent role supporting the Revolutionary FAR Overhaul at the General Services Administration (GSA).

In addition, DHS OCPO recognized the retirement of Katherine Crompton, who led the Procurement Innovation Lab, and thanked her for her years of federal service. Sandra Oliver Schmidt was acknowledged for stepping in to continue leadership within DHS acquisition innovation efforts.

The department concluded by congratulating all individuals recognized in the announcement on their new roles and transitions.
